Abstract: This application relates to a scheduling method and a device. In the scheduling method, a base station sends, at a first moment, uplink grant (UL GRANT) information to a terminal that is to perform uplink data transmission; the base station sends, at a second moment, downlink data to a terminal that is determined by the base station and that is to perform downlink data transmission, where the second moment is a moment at which the terminal that is to perform uplink data transmission sends uplink data after receiving the uplink grant information at the first moment.
