    Abstract: A communication method includes: a first device obtains transmission states of first n data packets by using a first protocol layer entity, where the first protocol layer entity includes a radio link control (RLC) layer entity or an entity above an RLC layer; the first device starts a timer if transmission states of m data packets in the first n data packets are transmission failures, where n and m are both positive integers, and m is less than or equal to n; and the first device determines a radio resource configuration parameter used to transmit a subsequent data packet, or sends a first message to a second device, where the first message is used to indicate a state of the timer, and the state of the timer is used to determine the radio resource configuration parameter used to transmit the subsequent data packet.

    Abstract: Embodiments of this application provide a communication method and a communications apparatus. The communication method includes: sending, by a terminal device, a first indication message, where the first indication message is used to indicate a first time type and/or a first time precision, or the first indication message is used to indicate an access network device to send time information to the terminal device; receiving, by the terminal device, the time information; and synchronizing, by the terminal device, a time of the terminal device based on the time information. Correspondingly, a communications apparatus is further provided. According to the embodiments of this application, the terminal device can obtain, based on requirements of different application scenarios, a time type and/or time precision preferred (prefer) by the terminal device.

    Abstract: An inter-frequency cell measurement operation in described. The operation includes: performing, by a terminal, when receiving a measurement command of a network side device, inter-frequency cell measurement, in different cases, based on the time specified in different measurement time parameters or based on measurement time parameters corresponding to the information about an inter-frequency band. As different measurement time parameters specify different time actually used for measurement. Not only can an inter-frequency cell that meets a measurement event be measured, but also the time for measurement by the terminal can be reduced, thereby reducing the power consumption of the terminal and enhancing the performance of the terminal.

    Abstract: This application provides example uplink carrier handover methods, network devices, and terminal devices. One example method includes obtaining, by a network device, target measurement information, where the network device communicates with a terminal device in a current cell by using a first uplink carrier and a second uplink carrier. The network device can then determine, based on the target measurement information, whether the terminal device needs to be handed over from the first uplink carrier to the second uplink carrier.     Abstract: Embodiments of the present disclosure provide a monitoring report generation method where the method includes: receiving a monitoring parameter broadcast by a base station; monitoring energy of each discovery resource in a resource pool within a discovery time domain; determining a busy resource and an idle resource; and generating a monitoring report when a proportion of the busy resource or the idle resource in a predetermined quantity of consecutive discovery time domains meets a reporting condition corresponding to the busy resource or the idle resource, and sending the monitoring report to the base station. This resolves a problem in the related technology that: because D2D user equipment cannot accurately obtain a quantity of resource collision times in a cell, the base station cannot accurately learn a resource status in the cell, and it is ensured that the base station can accurately learn the resource status in the cell.
