One example method includes: determining a total transmit power of a first plurality of uplink signals located in a first time domain resource, wherein the first plurality of uplink signals include MsgA PRACH; and when the total transmit power of the first plurality of uplink signals exceeds a maximum transmit power of a terminal device, determining a transmit power of the MsgA PRACH based on a power priority of the MsgA PRACH, wherein the power priority of the MsgA PRACH is same as a power priority of Msg 1 PRACH in a primary cell.

    Abstract: This application discloses a data modulation and demodulation method and apparatus. The method includes: dividing, by a terminal device, to-be-sent data into N bit groups; generating, by the terminal device, N complex symbol groups, where an ith complex symbol group is obtained by processing an ith bit group by using a mapping rule corresponding to the ith bit group, the mapping rule corresponding to the ith bit group is determined based on a group identity of the ith bit group and a first parameter, and the first parameter includes at least one of a pilot parameter, a hopping identity, a terminal device identity, a layer index of a non-orthogonal layer, and a hopping offset; and sending, by the terminal device, the N complex symbol groups. Different terminal devices correspond to different first parameters.
