Abstract: A downlink transmission method includes determining a time domain position of at least one first transmission resource in resources of a downlink data channel. When the at least one first transmission resource is a plurality of first transmission resources, start positions of time domain positions of the plurality of first transmission resources are the same. The at least one first transmission resource can be used to transmit downlink control information. The method also includes determining, based on the time domain position of the at least one first transmission resource and time domain positions of the resources of the downlink data channel, a condition satisfied by the at least one first transmission resource.
