Abstract: Embodiments of the present invention relate to a signal sending method, a signal receiving method, a base station, and user equipment. Abstract: In an outbound transmission control method, a satellite network device segments an application layer packet into a plurality of Message Data Convergence Protocol (MDCP) protocol data units (PDUs) at an MDCP layer. The satellite network device sequentially delivers the MDCP PDUs to a satellite link control (SLC) layer as SLC service data units (SDUs) at the SLC layer, and segments the SLC SDU into N SLC PDUs at the SLC layer. SLC PDUs of one or more users are obtained at a physical layer (PHY) from the SLC layer. The SLC PDUs of the one or more users are spliced together at the PHY to form outbound data of a physical slot with a fixed length. The satellite network device in turn sends the outbound data to one or more terminals.
