The transmission channel is divided into a plurality of channel segments, and the method includes calculating PAPRs corresponding to the plurality of channel segments by a plurality of phase rotation vectors; selecting a plurality of specified phase rotation vectors from the plurality of phase rotation vectors according to the calculated PAPRs; and using one of the plurality of specified phase rotation vectors to rotate a phase of a signal to be transmitted.
