Abstract: Techniques discussed herein can reduce RRC signaling messages, and various aspects can employ one or more of these sets of techniques. A first set of techniques can be employed to reduce RACH (Random Access Channel) requests from a RRC Idle State SIM (Subscriber Identity Module) of a UE in DSDS (Dual SIM Dual Standby) mode. A second set of techniques can be employed to reduce the number of RACH attempts to obtain NotBroadcasted (e.g., On Demand) SI(s) (System Information(s)) by a UE in response to a page message indicating SI modification.

Abstract: A method performed by a user equipment (UE) connected to a first home cell of a home public land mobile network (HPLMN). The method includes determining a type of the first home cell, when the type is a first type, determining a first quality of the connection to the first home cell, in response to the first quality not satisfying a first predetermined threshold or a determination that the type is a second type, disconnecting from the HPLMN, connecting to a first visited cell of a visited public land mobile network (VPLMN), determining a second quality of the connection to the first visited cell and when the second quality of the connection to the first visited cell is above a second predetermined threshold, performing a data exchange via the first visited cell.

Abstract: Techniques disclosed herein relate to reducing RRC signalling messages. Techniques can be employed to reduce the number of Random Access Channel (RACH) attempts to obtain NotBroadcasted (e.g., On Demand System Information(s) (SIs)) by a UE in response to a paging message indicating SI modification. The UE may monitor the Physical Broadcast Channel (PBCH) for a given duration in attempt to decode the On Demand SI(s) without initiating a RACH procedure. If the UE fails to decode the On Demand SI(s) within the given duration, the UE may initiate a RACH procedure to obtain the On Demand SI(s).

Abstract: A device, system and method for initiating cell selection. The method is performed at a device connected to a network and camped on a first cell of the network. The method includes determining whether the device has successfully synchronized with the first cell. When the device is unable to synchronize with the first cell, the method includes determining whether at least one further cell satisfies predetermined reselection criteria and determining whether the at least one further cell satisfies initial cell selection criteria. When the at least one further cell satisfies the initial cell selection criteria, the method includes initiating an initial cell selection.
