This application provides a reflective QoS flow characteristic-based communications method and apparatus. In the method, an access-network network element sends first information to a core-network network element, where the first information is used to indicate whether a data packet has a reflective QoS flow characteristic; and the access-network network element determines, based on the first information, whether there is a need to send a QoS flow identifier to a terminal. In this way, signaling overheads are reduced.

The invention discloses a method of obtaining user equipment context information that includes: receiving, by a first base station, a first radio resource control (RRC) connection establishment request sent by a user equipment (UE), where the first RRC connection establishment request carries connection status information before the UE sends the first RRC connection establishment request; determining, by the first base station according to the connection status information, whether the first base station meets a condition for requesting the UE context information; if the first base station determines that the first base station does not meet the condition for requesting the UE context information, sending, by the first base station, the UE context information establishment request to a mobility management entity (MME); and receiving, by the first base station, a response message sent by the MME for responding to the UE context information establishment request, where the response message carries the UE context information.

Embodiments of the present invention provide an RRC connection method and an apparatus. The method includes: receiving, by a terminal, a deactivation indication message sent by a first base station, where the deactivation indication message carries indication information relating to mobility control of the terminal, and the first base station is a serving base station of the terminal; and releasing, by the terminal, an RRC connection according to the deactivation indication message, reserving context information of the terminal, and entering an inactive state. In this solution, the context information of the terminal does not need to be released, so that when entering a connected state again, the terminal does not need to obtain the context information again, thereby reducing signaling overheads.

Embodiments of the present invention provide a data forwarding method, device, and communications system, which relate to the field of communications and can achieve accuracy and continuity of data transmission during carrier aggregation for cells between base stations. The method includes: sending, by a primary base station, a first message to a secondary base station, where the first message is used to instruct the secondary base station to perform handover, and the first message includes an identifier of a target base station; confirming, by the primary base station, that the secondary base station forwards data to the target base station; and sending, by the primary base station, a second message to a user equipment, where the second message is used to instruct the user equipment to acquire the data from the target base station. The embodiments of the present invention are used for data forwarding.

Embodiments of the invention disclose a method for security communication of carrier aggregation between base stations, which method comprises receiving, by a user equipment, a first message to add a cell controlled by a secondary base station as a service cell sent by a primary base station; and creating, by the user equipment, a security key for communication with cells controlled by the secondary base station according to security context of the primary base station and the first message. Embodiments of the invention further disclose the corresponding user equipment and base stations. Implementation of the method and apparatus according to the present invention makes it possible to effectively protect security of data transmission of the air interface and to avoid attacks on air interface security.

The present invention provides a method for determining a timing advance group of a serving cell, including: determining, by a source base station of a user equipment, a target base station that the user equipment is to be handed over to; sending auxiliary information for determining a timing advance group of a target serving cell of the user equipment to the target base station; receiving the timing advance group of the target serving cell of the user equipment that is determined by the target base station according to the auxiliary information; and sending the timing advance group to the user equipment. Implementation of the method provided by the present invention can avoid timing advance grouping performed on a secondary carrier after handover, and reduce data transmission interruption or delay incurred by the handover, thereby improving quality of service of a communications service.
