    Abstract: A connection resume request method includes generating, by a terminal, a new access stratum key; sending, by the terminal to a target base station, a connection resume request message requesting to resume a radio resource control (RRC) connection; receiving, by the terminal, a connection resume rejection message from the target base station, wherein the connection resume rejection message indicates that the resuming of the RRC connection is rejected; and resuming, by the terminal, the new access stratum key to a previous access stratum key, wherein the previous access stratum key is an access stratum key that is used, before the apparatus enters an inactive state, by the terminal and the source base station.

    Abstract: The present application discloses methods and apparatus for resuming a radio access network (RAN) connection by an inactive terminal device. An example method disclosed herein includes the step of sending, by a terminal device, connection resumption request information to a first RAN element, where the first RAN element corresponds to the cell on which the terminal device currently camps and is a RAN element indicated by configuration information of a master cell used by the terminal device when in a connected state. The terminal device receives acknowledgement information sent by the first RAN element and resumes a connection to a second RAN element based on the acknowledgement information, where the second RAN element is a RAN element indicated by the configuration information of the secondary cell.

    Abstract: A secondary cell activation method and apparatus relating to the communications field are described herein. The method may include sending, by an access network device, an activation command to a terminal device, where the activation command indicates activating a secondary cell. The method may also include sending, by the access network device, first configuration information of a first reference signal to the terminal device. Furthermore, the method may include sending, by the access network device, the first reference signal to the terminal device according to the first configuration information, where the first reference signal is used to obtain a channel measurement result of the secondary cell. According to secondary cell activation methods described herein, a flexible and efficient secondary cell activation mechanism can be provided, so as to improve secondary cell activation efficiency.
