Embodiments of the present application relate to the field of communications technologies, and disclose a method for transferring information between a base station and a terminal, a base station, a terminal, and a system, which diversify manners for transferring information between a base station and a terminal. The method includes: receiving a broadcast channel, where the broadcast channel is not only used for transferring basic physical layer configuration information of a cell, but also used for transferring first specific content agreed between the terminal and the base station, and the first specific content is used for transferring configuration information required by the terminal to access a network; and parsing out the first specific content from the broadcast channel. The present application is mainly applied to transfer of information between a base station and a terminal.

A method for transmitting a common message includes determining, by a base station, a first transmission configuration. The first transmission configuration includes a group of transmission parameters and a moment for using the group of transmission parameters. The group of transmission parameters includes a control channel scheduling indication that is used to indicate whether to use a control channel to schedule and send a common message. The method further includes transmitting, by the base station, the common message to a machine type communication (MTC) device according to the control channel scheduling indication.

Embodiments of the present disclosure disclose a physical downlink control channel sending method. The method includes: sending configuration information of a first physical downlink control channel on a predefined resource, where the configuration information of the first physical downlink control channel is used to indicate manners of sending and receiving the first physical downlink control channel; and sending the first physical downlink control channel according to the configuration information of the first physical downlink control channel. Correspondingly, the embodiments of the present disclosure further disclose a physical downlink control channel receiving method, a base station device, and user equipment. By using the present disclosure, a physical downlink control channel, especially, an EPDCCH channel, can be transmitted, to resolve a problem of physical downlink control channel transmission caused by the fact that narrowband user equipment cannot receive a broadband PDCCH channel.

Provided is a network side device for a system message, including a determining unit and a transmission unit. The determining unit is configured to determine configuration information, where the configuration information is used to indicate a system message transmission configuration in a system message window; and the transmission unit is configured to send a system message on a resource indicated by the configuration information, so that a terminal device receives the system message according to the configuration information. In addition, another coverage enhancement transmission apparatus for a system message and a coverage enhancement transmission system and method for a system message are further provided.

A method for randomly accessing a network, a terminal, and a base station where the method includes acquiring, by a machine type communication (MTC) terminal, predefined random access resources when random access resources corresponding to the MTC terminal are insufficient, where the predefined random access resources are random access resources corresponding to the MTC terminal, or the predefined random access resources are random access resources except random access resources corresponding to the MTC terminal, and initiating, by the MTC terminal, a random access process using the acquired predefined random access resources, and when the random access resources corresponding to the MTC terminal are insufficient, the MTC terminal initiates the random access process using the acquired predefined random access resources, such that a probability that a conflict occurs in randomly accessing a network is reduced, and random access resource utilization is improved.
