    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may transmit a capability message indicating a threshold quantity of downlink control information (DCI) messages the UE is capable of processing in a time duration for each component carrier (CC) that is associated with multiple control resource set (CORSET) pool index (e.g., CORESETPoolIndex) values. The UE may receive a first control message (e.g., a radio resource control (RRC) configuration message) indicating a configuration that enables the UE to process the threshold quantity of DCI messages. The UE may receive a second control message indicating that a CC is configured with the multiple of CORESETPoolIndex values. The UE may receive one or more DCI messages associated with the CC based on the threshold quantity of DCI messages and the CC being configured with the multiple CORESETPoolIndex values.

    Abstract: Certain aspects of the present disclosure provide techniques for method for wireless communications by a user equipment (UE), generally including receiving, from a network entity, a configuration of one or more sounding reference signals (SRS) resources for codebook-based physical uplink shared channel (PUSCH) transmissions, transmitting a report indicating a capability index associated with at least one downlink reference signal, transmitting the one or more of the SRS resources with an updated number of SRS ports associated with the capability index, if spatial relation information of the one or more of the SRS resources is associated with the downlink reference signal, receiving, from the network entity, signaling scheduling the UE to transmit a PUSCH based on one of the SRS resources, and transmitting the PUSCH with a number of PUSCH ports according to the updated number of SRS ports.

    Abstract: Aspects are provided which improve RLM by allowing a UE to apply a longer monitoring window for out-of-sync determinations before the UE triggers an RLM timer for in-sync determinations. The UE first obtains a reference signal from a base station. The UE then determines multiple groups of consecutive out-of-sync indications in response to the reference signal. For example, the UE may perform looped out-of-sync monitoring, multi-cell or carrier monitoring, or a combination of such monitoring to determine the multiple groups of out-of-sync indications. Afterwards, the UE triggers the RLM timer in response to determining the multiple groups of consecutive out-of-sync indications. As a result, the UE may perform additional out-of-sync monitoring during RLM before proceeding with in-sync monitoring, thus allowing the UE to account for rapid BLER changes (ping-pong effects) that may occur in HAPS systems due to tropospheric turbulence and enabling more accurate RLM determinations and minimal RLF detections.
