Abstract: Certain aspects of the present disclosure provide procedures for managing secondary eNB (SeNB) radio link failure (S-RLF) in dual connectivity scenarios. A user equipment (UE) may establish communication with a Master Evolved Node B (MeNB) and a Secondary eNB (SeNB). The UE may detect a Radio Link Failure (RLF) of a connection with the SeNB and may transmit an indication of the RLF to the MeNB, in response to the detection. The MeNB may take at least one action to manage the RLF, in response to receiving the indication of the RLF, for example, including transmitting a reconfiguration command to the UE. The SeNB may also detect the RLF and transmit an indication of the RLF to the MeNB over a backhaul connection, in response to the detection.

Abstract: Techniques for managing handovers in an unlicensed radio frequency spectrum band may provide that a serving base station may receive one or more base station measurement reports and one or more UE measurement reports. The base station measurement reports may include information associated with one or more devices that may transmit signals using an unlicensed radio frequency spectrum band. The UE measurement reports may include information associated with one or more devices that may generate interfering signals at the UE, which may include interfering signals from one or more devices that are not detected by the serving base station. The serving base station may, in some examples, determine whether to handover the UE to a second base station based at least in part on the base station measurement report and the UE measurement report.

Abstract: Techniques are described for wireless communication. A first method may include performing a clear channel assessment (CCA) on an unlicensed radio frequency spectrum band; transmitting an indication of a time division duplexing (TDD) configuration over the unlicensed radio frequency spectrum band when the CCA is successful; and transmitting downlink data over the unlicensed radio frequency spectrum band in accordance with the TDD configuration when the CCA is successful. A second method may include performing a CCA on an unlicensed radio frequency spectrum band; dynamically determining, based at least in part on at least one grant to a user equipment (UE), and for a period following the CCA, a number of uplink subframes for communication over the unlicensed radio frequency spectrum band; and transmitting downlink data over the unlicensed radio frequency spectrum band in accordance with the timing of the number of uplink subframes when the CCA is successful.

Abstract: Wireless communications systems and methods related to performing random backoff over multiple spatial dimensions in spatial listen-before-talk (LBT) procedures are provided. A first wireless communication device determines a first backoff counter for contending for a transmission opportunity (TXOP) in a communication medium over a first spatial subspace. The first wireless communication device detects a transmission in the TXOP within the first spatial subspace. The first wireless communication device determines a second backoff counter for contending for the TXOP over a second spatial subspace that is different from the first spatial subspace based on the detecting. The second spatial subspace is part of the first spatial subspace and the detected transmission is in a different spatial subspace than the second spatial subspace.

Abstract: Methods, systems, and devices for wireless communications are described. An access point of a secondary cluster may identify a first set of access points of a primary cluster scheduled to perform downlink transmissions over a shared radio frequency spectrum band during a transmission opportunity. The access point may identify a second set of access points and may select a first set of blacklisted stations associated with the secondary cluster for the transmission opportunity. In some cases, the selecting is based on the first set of access points and the second set of access points. The access point may then selectively perform at least one downlink transmission to a second set of stations associated with the secondary cluster during the transmission opportunity. In some examples, the second set of stations is based on the first set of blacklisted stations.

Abstract: Techniques are described for wireless communication. One method includes winning a contention for access to an unlicensed radio frequency spectrum band, transmitting a request message upon winning the contention for access to the unlicensed radio frequency spectrum band, and receiving a response message over the unlicensed radio frequency spectrum band. The request message is transmitted by a user equipment (UE) on an enhanced physical random access channel (ePRACH) or shortened ePRACH (SePRACH), to access a cell that operates in the unlicensed radio frequency spectrum band. The response message is received in response to transmitting the request message, and the request message may be transmitted irrespective of whether a base station has gained access to the unlicensed radio frequency spectrum band.

Abstract: Management of shared transmission resources is disclosed for multiple radio access networks (RANs) sharing access to a finite number of transmission slots. Multiple permutations of slot assignments are configured in which each competing network is assigned a specific slot in each permutation. The sequence of permutations provides a fair distribution of spectrum access by the competing networks, such that in each permutation of the permutation sequence, networks assigned to lower priority slots may be assigned to higher priority slots in later permutations.

Abstract: Methods, systems, and devices for wireless communication are described. The described techniques provide for transmission of uplink data from a user equipment (UE) in the absence of scheduled uplink resources for the uplink data transmission that are allocated to the UE prior to the transmission of the uplink data. Various examples provide frame structures that may be used for unscheduled uplink transmissions of a UE. Unscheduled uplink transmissions may be transmitted in a shared or unlicensed radio frequency spectrum, and access to the shared or unlicensed radio frequency spectrum may be determined based on a priority of an operator associated with a UE for accessing the spectrum. Beamforming techniques may be used for uplink and downlink transmissions and beam widths for beamformed transmissions may be selected based on the information transmitted in a transmission, an operator priority for use of shared radio frequency spectrum, or any combination thereof.

Abstract: Various aspects are described relating to wireless communications of a second type of traffic data for small data transmissions. A first indication of control channel resources can be received from a network entity, wherein the control channel resources are defined by a radio access technology to include control data associated with a first type of traffic data. A control channel can be received from the network entity over the control channel resources, wherein the control channel includes a second type of traffic data, wherein the second type of traffic data includes a comparatively smaller data payload than the first type of traffic data. The second type of traffic data can be decoded from the control channel without decoding control data from the control channel.

Abstract: Techniques are described for preempting resource allocations to one or more UEs in the event that delay sensitive data is received. A resource allocation of a number of symbols may be granted to a first user equipment (UE) for first associated data to be transmitted. Subsequently, data may be received for a second UE that is more delay sensitive than the first data. The resource allocation to the first UE may be preempted, and resources allocated to the second UE for the second data within a variable length transmission time interval (TTI) of the resource allocation to the first UE. UEs may monitor for preemption during transmissions to other UEs in order to receive new resource grants associated with the preempted resource grant. Whether a UE monitors transmissions for preemption may be determined based on a quality or service (QoS) of the UE.
