Abstract: A network operator may synchronize access for wireless nodes (e.g., base stations) associated with the network operator. However, each network operator of a group of network operators may not synchronize access among the group. A lack of synchronization between network operators intending to utilize shared channels of a wireless communication system may result in a failure to utilize all available network resources. In some aspects, a device associated with a first network operator, of a plurality of network operators, may listen for communications associated with other network operators, of the plurality of network operators in a shared radio frequency spectrum band, during a set of intervals of a transmission opportunity of a channel for which the other network operators have a higher priority, and may communicate, using the channel, with a wireless node associated with the network operator based at least in part on the listening for communications.

Abstract: New radio (NR) power headroom report (PHR) design for millimeter wave (mmWave) deployment is discussed. The power control process for mmWave may include beam-specific periodic PHR reporting and user equipment (UE)-specific event-trigger PHR reporting. The periodic PHR reporting may either provide a single PHR that includes power headroom information for each of the serving beams, or the UE may be configured to measure and report PHR for different beams in different slots. When reporting a single PHR with power headroom information for multiple serving beams, a beam index may be included in the reserved bits of the PHR. For the event-trigger PHR, the PHR reported based on a detected event trigger may provide power headroom information only for the current serving beam, or for all serving beams.

Abstract: Aspects of the present disclosure relate to wireless communications and, more particularly, to synchronization for standalone long term evolution (LTE) broadcast. In one aspect, a method is provided which may be performed by a wireless device such as a base station (BS). The method generally includes providing unicast coverage to one or more user equipments (UEs) in a unicast coverage area within a larger coverage area, transmitting unicast data in one or more subframes, and transmitting synchronization signals within one or more of the broadcast subframes, wherein the broadcast signals are transmitted as single frequency network (SFN) transmissions synchronized with transmissions from one or more other base stations providing unicast coverage within the larger coverage area.

Abstract: Techniques are described for preempting resource allocations to one or more UEs in the event that delay sensitive data is received. A resource allocation of a number of symbols may be granted to a first user equipment (UE) for first associated data to be transmitted. Subsequently, data may be received for a second UE that is more delay sensitive than the first data. The resource allocation to the first UE may be preempted, and resources allocated to the second UE for the second data within a variable length transmission time interval (TTI) of the resource allocation to the first UE. UEs may monitor for preemption during transmissions to other UEs in order to receive new resource grants associated with the preempted resource grant. Whether a UE monitors transmissions for preemption may be determined based on a quality or service (QoS) of the UE.

Abstract: UE-aided channel selection within unlicensed frequency bands. A base station may communicate with UEs using LTE/LTE-A carrier waveforms (e.g., configured as a secondary cell) in the unlicensed frequency band. The base station may configure UEs for wide-band interference feedback for channels in the unlicensed frequency band. The measurements of wide-band signal strength may be performed by the UEs on channels for which the base station is not currently transmitting, or during silent periods of a configured secondary cell. The UEs may feedback an average total received power over a measurement bandwidth for one or more frequency channels of the unlicensed frequency band. The base station may receive the wide-band signal strength feedback from the UEs and identify potential frequency channels for channel selection for the secondary cell based on its own measurements of the candidate channels, and the wide-band signal strength feedback from the UEs.

Abstract: Wireless communication systems and methods related to spectrum use negotiations are provided. A first wireless communication device transmits, to a controlling entity of a spectrum, a spectrum use request for a local operator to use the spectrum for a time period. The first wireless communication device receives, from the controlling entity, a spectrum use grant indicating that the local operator is promoted from a first priority to a second priority for accessing the spectrum during the time period. The first wireless communication device communicates with a second wireless communication device in the spectrum during the time period based on the second priority, where at least the first wireless communication device or the second wireless communication device is associated with the local operator.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a transmitter device may determine that a communication is to be transmitted on a shared spectrum during a channel access interval not reserved for the communication. The transmitter device may determine, based at least in part on determining that the communication is to be transmitted, that a detection power of a listen-before-talk (LBT) operation satisfies a threshold. The transmitter device may transmit, after a coordinated rate control region and based at least in part on the detection power of the LBT operation satisfying the threshold, a reservation request signal associated with the communication. The transmitter device may transmit the communication before an end of the channel access interval based at least in part on a response to the reservation request signal. In an aspect, a method includes detecting that a medium in a shared spectrum is busy, and delaying a transmission of a synchronization signal (SS) block in the shared spectrum in response to detecting that the medium is busy. The method further includes detecting that the previously busy medium is free, and transmitting, in response to detecting that the medium is free, a filler signal before transmitting the SS block in the shared spectrum, and the SS block includes one or more discovery reference signals (DRSs).

A third method includes winning contention to access a radio frequency spectrum band during a first frame period, the first frame selected from a plurality of different frame periods, and transmitting a signal at a periodicity during one or more subframes of the first frame period for each of the plurality of different frame periods.

Abstract: A medium reservation framework is disclosed for coexistence of coordinated and uncoordinated wireless networks in licensed spectrum and shared spectrum. The proposed medium reservation framework organically takes into account operating regimes with different numbers of Tx/Rx antennas per node, provides flexibility in trading off medium contention aggressiveness and power saving, leverages the inherent synchronization nature of NR, and covers both coordinated and uncoordinated operation scenarios. Various aspects of the medium reservation framework may be centered on one or more combinations of some basic building blocks, such as an operation grid, synchronization signals, and reservation messages, such as a reservation request signal (RRQ) and one or more a reservation response signals (RRS).
