Abstract: A method and apparatus for performing a random access procedure in a wireless communication system is provided. A user equipment (UE) performs a contention free random access procedure on a first frequency, detects a failure of the contention free random access procedure, and performs a contention based random access procedure. When the first frequency is occupied by other media as a result of listen-before-talk (LBT) operation, the contention based random access procedure may be performed on a second frequency.

Abstract: The present invention relates to a method and a device for transmitting a queuing delay measurement report in a wireless communication system, the method comprising: receiving a queuing delay measurement configuration including discard timer values and a measurement period from an eNB, wherein each of the discard timer values respectively corresponds to one radio bearer among a set of radio bearers associated with a QCI configured for the UE, determining a queuing delay for the QCI based on queuing delays for PDCP SDUs from the set of radio bearers during the measurement period, selecting a specific discard timer value among the discard timer values, calculating a queuing delay ratio for the QCI by dividing the queuing delay for the QCI by the specific discard timer value, and transmitting a queuing delay measurement report including the QCI and the queuing delay ratio for the QCI to the eNB.

Abstract: A method and apparatus for a user equipment (UE) performing a random access to a network are disclosed. For this end, the UE selects a first carrier for the random access among multiple carriers, and transmits a first random access preamble for a first random access procedure via the first carrier to the network. Then, the UE applies backoff time to the first carrier and reselects a second carrier for the first random access procedure among the multiple carriers, when the first random access procedure is determined as not successful; and transmits a second random access preamble via the second carrier to the network. Here, reselecting the second carrier is performed before the backoff time applied to the first carrier ends.
