    Abstract: An information activation method, a network side device, and a non-transitory computer-readable storage medium are provided. The information activation method includes: sending, by a network side device, a Media Access Control Control Element (MAC CE) command. The MAC CE command includes at least two first MAC CE commands or a second MAC CE command. The first MAC CE command is used to activate a Transmission Configuration Indicator (TCI) state corresponding to one piece of first identifier information. The second MAC CE command is used to activate TCI states corresponding to at least two pieces of second identifier information. The activated TCI state is used to determine common beam information of a plurality of channels.

When being performed by a terminal, the RS measurement method includes: receiving RS measurement indication information sent by a network-side device. The RS measurement method further includes performing the layer 1 beam measurement for the RS of the first cell based on the RS measurement indication information.     Abstract: Embodiments of this disclosure provide a beam failure handling method and a terminal. The method includes: triggering transmission of at least one of BFRQ information and a scheduling request SR for BFRQ if a beam failure occurs in an SCell, where the terminal has at least one of the following features related to the SCell: if a first condition is met, triggering transmission of at least one of subsequent BFRQ information and subsequent SRs for BFRQ is forbidden; triggering transmission of at least one SR for BFRQ is allowed; and triggering transmission of BFRQ information is restricted to one time; if a second condition is met, a BFI counter skips or stops counting; and if a third condition is met, a BFI counter is reset.
