User equipment includes a receiving module configured to receive first indication information sent by a first base station. The first indication information includes a time period required by the user equipment to request to access a second base station. The user equipment includes a sending module to send the random access scrambling code to the second base station. The user equipment further includes a notification module to notify the first base station that a secondary cell group failure occurs if the user equipment fails to access the second base station within the time period.

By using a method for coordination between base stations, one base station allocates a resource to user equipment in a better manner with reference to resource configuration information saved in the base station and resource configuration information of another base station. The method provided in the embodiments of the present invention includes: acquiring, by a first base station, resource configuration information of a first cell, where the first cell is a cell served by the first base station; receiving resource configuration information of a second cell sent by a second base station, where the second cell is a cell served by the second base station; and allocating a resource to user equipment according to the resource configuration information of the first cell and the resource configuration information of the second cell, so that the user equipment communicates with the first cell and the second cell.

The present disclosure provides a method for establishing a connection by a terminal, a second node, a first terminal, and a second terminal. The method includes: determining, by a second node, whether a currently connected first terminal needs to establish a connection to a first node, and if a determining result is yes, obtaining a pre-stored first access parameter corresponding to the first node, the first terminal currently connects to the second node, the first access parameter is obtained by means of statistics collection according to a second access parameter reported by a second terminal, and the second terminal is a terminal connecting to the first node; and delivering, by the second node, the first access parameter to the first terminal. According to the present disclosure, a delay generated during cell handover of a terminal can be reduced, and user experience is improved.

An uplink synchronization processing method, a User Equipment (UE), and a base station are provided. The method includes: receiving a component carrier (CC) uplink synchronization indication message sent by a base station, where the uplink synchronization indication message carries identification information of one or multiple newly configured CCs; sending synchronization signaling to the base station when determining that the uplink synchronization needs to be executed on all or a part of the one or multiple newly configured CCs corresponding to the identification information; and receiving a time advanced (TA) adjusting message that is sent by the base station according to the synchronization signaling, and applying a TA value carried in the TA adjusting message to the CC on which the uplink synchronization needs to be executed.

A service transmission method is provided. A first base station, which establishes an RRC connection with a UE, sends a request message to a second base station which is at least one of base stations serving the UE, where the request message includes service information, where the service information includes QoS information of a service and/or configuration information of an RB, and the request message instructs the second base station to perform resource configuration according to service information. The first base station sends a configuration message to the UE, where the configuration message includes configuration list information of the RB and/or cell information of the offload base station.

A handover method and a base station are provided. The handover method may include: when a UE needs to be handed over, obtaining bearer context information of the UE in a first base station; sending a handover request to a target base station, where the handover request carries the bearer context information; and after receiving a handover response that is returned by the target base station and indicates that the handover is agreed to, sending a handover command to the UE so that the UE is handed over to the target base station. Based on the above technical solutions, the UE handover can be implemented quickly in the case of using multiple carriers and the current service of the UE can be recovered quickly, which can improve communication experience of a user.
