The present invention relates to a method and to an apparatus for optimizing the power consumption of a terminal in a mobile communication system. The method for optimizing power consumption of a terminal in a mobile communication system comprises: a determination step of determining whether there is a need for changing a configuration for a discontinuous reception operation of the terminal; and a transmission step of transmitting, to a base station, a request message for a change in the discontinuous reception operation, if it is determined that the change is needed.

A method and an apparatus for configuring uplink transmission power and apparatus in a mobile communication system supporting downlink and uplink carrier aggregation are provided. The method includes determining a per-terminal maximum transmission power and per-serving cell maximum transmission powers based on ΔTC,c as a value for allowing an adjustment of additional transmission power for multiple serving cells, Maximum Power Reductionc (MPRc) as a value determined according to an amount of transmission resources allocated to the terminal, and Additive-MPRc (A-MPRc) as a value determined according to local characteristics and frequency band characteristics, determining per-serving cell uplink transmission powers by restricting required transmission powers for respective serving cells to the corresponding per-serving cell maximum transmission powers, comparing a sum of the per-serving cell uplink transmission powers with the per-terminal maximum transmission power, and adjusting the per-serving cell uplink transmission powers according to comparison result.

A network selection, a random access method, and an apparatus of a Machine Type Communication (MTC) User Equipment (UE) for use in a Long Term Evolution (LTE) are provided. A cell selection method of an MTC terminal of the present disclosure includes receiving a message from a base station forming a cell, determining whether the message includes an MTC supportability indicator, and barring, when the message includes no MTC supportability indicator, scanning a frequency used in communication with the base station during a determined period.

A method includes determining, at a first eNodeB (eNB) associated with a first cell of a network, that a first user equipment (UE) is to engage in a device discovery process. The method also includes coordinating parameters of the device discovery process with a second eNB. The second eNB is associated with a second cell of the network and with a second UE. The parameters define one or more resources to be used in the first and second cells during the device discovery process. The method further includes communicating at least some of the parameters to the first UE. The device discovery process includes a process in which the first UE identifies one or more other UEs with which the first UE is able to engage in device-to-device communications.
