    Abstract: Embodiments of the present invention provide a data offload transmission method, apparatus and system, which relate to the field of communications and may avoid multiple collisions and retransmissions, to reduce the transmission time delay of uplink data. The method includes: obtaining, by a base station, a transmission performance parameter of user equipment on a supplementary network, configuring a user transmission restriction according to the transmission performance parameter and sending the user transmission restriction to the user equipment, for enabling the user equipment to perform data transmission on the supplementary network according to the user transmission restriction. The method provided by the embodiments of the present invention is applied to data offload transmission.
