Abstract: The present invention discloses a method, device and system for background traffic downloading, and relates to the communications field. A background traffic downloading policy is formulated for a user group, to resolve a problem of relatively high network overheads due to repeated responses of a policy and charging rules function unit. The background traffic downloading method includes: receiving, by a network awareness and schedule device, a background traffic downloading request sent by an application server; generating a background traffic downloading policy of a user group and an identifier of the background traffic downloading policy; sending the identifier to the application server; and receiving the identifier from a policy and charging rules function device, determining the background traffic downloading policy of the user group according to the identifier, and sending the background traffic downloading policy to the policy and charging rules function device.

Abstract: In a control plane connection management method, a core network function entity determines, based on a service requirement of a service, information about a first connection requirement for a control plane connection of a terminal.
