    Abstract: Embodiments of the present invention disclose a mobility management method, user equipment, and a base station. The mobility management method may include: receiving, by user equipment UE in a connected mode, a source identifier of the UE from a first base station, where the source identifier is used to uniquely identify the UE in the first base station; entering, by the UE, a low-overhead state after a low-overhead activation condition is satisfied, where in the low-overhead state, the UE stores a connection context of the UE in the connected mode, and camps on a cell according to a cell reselection criterion during movement; and reporting, by the UE when a first preset condition is satisfied, the source identifier to a second base station to which a second cell belongs, where the second cell is a serving cell on which the UE currently camps.

    Abstract: This application provides a measurement method and apparatus, and relates to the field of communications technologies. The method includes: measuring a currently camped cell in Δt, to obtain {Si|i is a positive integer, i≤N}; if any Si in {Si|i is a positive integer, i≤N} satisfies that SREF−Si greater than or equal to a first threshold, updating SREF so that SREF is equal to SN; and measuring one or more neighboring cells of the currently camped cell if SREF−Si is greater than or equal to the first threshold. To be specific, when determining that a cell state variable in Δt is always less than a cell state reference variable, a terminal may start measurement on the neighboring cells, and update the cell state variable from SREF to a cell state variable SN obtained through the last measurement in Δt.

    Abstract: The present disclosure discloses a multicast service reading method. The method includes: determining, by user equipment UE, multicast control channel MCCH configuration information, where the MCCH configuration information includes a multicast control channel identifier MCCH-RNTI and MCCH sending period information; determining, by the UE, MCCH sending time information according to the MCCH sending period information; reading, by the UE, an MCCH message according to the MCCH sending time information by using the MCCH-RNTI, where the MCCH message includes configuration information of a multicast service; and reading, by the UE, the multicast service according to the configuration information of the multicast service. Embodiments of the present disclosure further provide a multicast service sending method and a related device. The embodiments of the present disclosure help reduce waste of an MBSFN subframe.

    Abstract: A method for configuring radio resource control includes: receiving, by a terminal device, an RRC configuration message sent by a first network device, where the RRC configuration message includes first RRC configuration content and a channel configuration parameter; configuring, by the terminal device, a first RRC connection between the terminal device and the first network device in response to the first RRC configuration content, and establishing a second RRC connection between the terminal device and a second network device based on the channel configuration parameter; the second RRC connection being configured to send a second RRC configuration content; when a radio link fails in the first RRC connection between the terminal device and the first network device, sending, the terminal device, an instruction message and a signal measurement report. A transmission delay between network devices can be reduced and signaling load of a master network device can be reduced.

    Abstract: A communication method and apparatus are provided. The method can be performed by a first access network device. Under the method, first data transmission information sent by a terminal device can be received. The first data transmission information carries a first identifier and uplink data, and the first identifier includes an identifier identifying an anchor access network device and an identifier identifying the terminal device in the anchor access network device. First processing can be performed on the received uplink data based on channel configuration information of the terminal device. The first processing includes at least one of: physical layer processing, medium access control layer processing, or radio link control layer processing. The first processing includes no decryption and/or integrity check. Second data transmission information can be sent. The second data transmission information carries the first identifier and uplink data obtained after the first processing.

A specific solution is as follows: A base station device sends first control information to a terminal device, where the first control information is used to control repeated transmission of multicast service data; and the base station device sends the multicast service data to the terminal device according to the first control information.
