    Abstract: Aspects of the disclosure relate to random access procedures. In one example, a user equipment (UE) can multiplex an uplink (UL) message with uplink control information (UCI) on a data region of a first slot and transmit the multiplexed UL message with the UCI to a base station in UL transmission or UL retransmission as part of the random access procedure. The UE may further employ UL message repetition to be transmitted with the multiplexed UL message with the UCI. The base station may receive the multiplexed UL message with the UCI with or without UL message repetition. Other aspects, embodiments, and features are also claimed and described.

    Abstract: A user equipment (UE) may be configured to encode at least one partial uplink (UL) repetition using a sequence-based encoding based on a codebook, the first partial UL repetition not including a demodulation reference signal (DM-RS). A base station may transmit a configuration of the encoding scheme of the partial UL repetitions to the UE, and the UE may encode the at least one partial UL repetition based on the received configuration. The base station may decode the received at least one partial UL repetition based on the configuration.

    Abstract: Methods, systems, and devices for wireless communications are described for cell access techniques in carrier aggregation configurations in which one or more carriers do not provide discovery signals such as synchronization signal block (SSB) transmissions. A UE may be configured with an anchor carrier on which SSBs are transmitted, and one or more non-anchor carriers on which SSBs are not transmitted. A single cell barring indication may be provided for the anchor carrier, in which case the UE may follow cell barring indications for associated non-anchor carriers. In other cases, separate cell barring indications may be provided for one or more anchor carriers and one or more non-anchor carriers.
