    Abstract: The present invention belongs to the field of communications, and discloses a cell handover method and a device. The method includes: determining, by a first base station to which a primary carrier cell belongs and according to a measurement report sent by user equipment UE, whether soft handover needs to be performed for the UE; if soft handover needs to be performed for the UE, transferring, by the first base station, a radio bearer RB between the first base station and the UE to a second base station to which a secondary carrier cell belongs; and selecting, by the first base station, a target cell according to the measurement report, and handing over the UE to a target base station to which the target cell belongs. The present invention can avoid service interruption caused when cell handover is performed for UE.

    Abstract: The present invention provides a scheduling signaling transmission method and device. The method includes: receiving, by UE, a random access response parameter sent by an eNB, where the random access response parameter is used to indicate that scheduling signaling of a random access response is transmitted through an E-PDCCH; and after sending a random access preamble to the eNB, receiving, by the UE through the E-PDCCH according to the random access response parameter, the scheduling signaling of the random access response. According to embodiments of the present invention, impact of inter-cell interference on scheduling signaling of an RAR can be reduced, thereby shortening a time delay of a random access process.

The method includes writing a PD queue to a DRAM, where the PD queue includes multiple PDs, and the multiple PDs correspond one-to-one to multiple packets included in a first packet queue. The method also includes writing at least one PD in the PD queue to an SRAM, where the at least one PD includes a queue head of the PD queue.     Abstract: The disclosure relates to a traffic scheduling device for scheduling a transmission sequence of data packets, stored in a plurality of traffic flow queues, an eligibility state of each of the traffic flow queues for the scheduling is being maintained in a hierarchical scheduling database describing a relationship among the plurality of traffic flow queues.
