    Abstract: A method is provided including determining, at a user equipment, whether a control state mismatch occurred between the user equipment and a wireless network, the control state mismatch corresponding to an occasion where the user equipment is operating in a different control state than is expected by the wireless network; generating, at the user equipment, a report comprising information related to at least one occurrence of a control state mismatch; and transmitting, from the user equipment, the report to the wireless network.

    Abstract: Various communication systems may benefit from improved secondary cell access. For example, faster secondary cell access may be help to improve the transition time of a user equipment from an idle or inactive state to a connected state. A method may include triggering new traffic at a user equipment, wherein the user equipment is in an idle state or an inactive state. The method may also include performing measurements at the user equipment to find another cell on a carrier after receiving new traffic. In addition, the method may include transmitting an early measurement report comprising the measurements from the user equipment to the network entity. The early measurement report is transmitted before the termination of a measurement period.
