A base station in a communications system for exchange of information, includes, a transmission data generator configured to generate frequency band information indicating which frequency band is to be used for transmission of data information with a mobile station; a transmitter configured to transmit the frequency band information, using a specific frequency band which is set from among a plurality of frequency band assigned to the communications system, and to transmit data information by using at least one frequency band set from among said plurality of frequency bands; wherein at least one frequency band set from among said plurality of frequency bands, other than the specific frequency band, is made variable, wherein at the time of establishing the wireless channel, the frequency band usable by the mobile station is restricted, at least one frequency band, other than the specific frequency band, are dynamically assigned within that restricted frequency band.

A wireless communication system includes one or more terminals; and a base station capable of communicating with the one or more terminals. The base station includes a specific communication control unit configured to control specific communication with a terminal belonging to a predetermined group among the one or more terminals, a non-specific communication control unit configured to control non-specific communication that is not limited to the predetermined group, and a warning message notifying unit configured to broadcast a warning message. The warning message notifying unit starts broadcasting the warning message after transmitting a notification indicating that the broadcasting of the warning message will start in the non-specific communication. The terminal includes a warning message receiving unit configured to attempt to receive the warning message broadcast from the base station, when the notification indicating that the broadcasting of the warning message will start in the non-specific communication is detected.

The first layer processor discards the transmission data stored in the buffer in accordance with a parameter used for transmission control in the processing for the second layer.

A wireless communication system includes a terminal configured to perform wireless communication concurrently using a cell of a first type enabling connection without being associated with another cell and a cell of a second type enabling connection by being associated with the cell of the first type; and a base station configured to form a first cell and transmit broadcast information through the first cell, the broadcast information including identification information of a second cell of the first type different from the first cell and giving notification that the second cell is a cell of the first type. The terminal selects the second cell as the cell of the first type based on the broadcast information transmitted by the base station.

The two or more base stations transmit the data with common content based on the information on the second frequency band acquired from the communication controller.
