Abstract: Some techniques and apparatuses described herein enable synchronization of a user equipment (UE) identifier between a UE and a base station upon UE identifier reallocation, which enables the UE to use preconfigured uplink resources to reduce latency, reduce signaling overhead, and/or the like. For example, some techniques and apparatuses described herein enable the UE to use preconfigured uplink resources when a UE identifier reallocation occurs between preconfigured uplink resource configuration and use of the preconfigured uplink resources by the UE to transmit uplink data.

Abstract: The present disclosure relates to methods and devices for a handover procedure which may include a user equipment (UE), first base station, and a second base station. In one aspect, the UE can receive an indication to handover from the first base station to the second base station. The UE may then establish a connection with the second base station. In another aspect, the UE can maintain a connection with the first base station over a period of time during the handover. The UE can also communicate with the first base station and the second base station during the period of time based on a time division multiplexing (TDM) pattern. The TDM pattern can comprise a pattern of subframes for communicating with the first and second base station. In another aspect, the UE can release the connection with the first base station at the end of the period of time.

Abstract: A method of wireless communication by a user equipment (UE) without a radio resource control (RRC) connection to a base station includes receiving system information from the base station and transmitting a data communication to the base station over a control plane without establishing an RRC connection with the base station. A UE in an RRC suspended state may transmit a data communication to the base station over a user plane without resuming an RRC connection with the base station. The data communication may comprise data and UE identity information and/or a cause indication. A base station may indicate resources in the system information for the transmission of the data communication information and receive the data communication over the control plane without establishing an RRC connection with the UE or over a user plane without resuming an RRC connection with an RRC suspended UE.
