    Abstract: Methods, systems, and devices for wireless communications are described. The described techniques provide for a user equipment (UE) to transmit to a base station a first message of a random access procedure, and the UE may monitor a control channel according to a first monitoring configuration. The UE may receive the second message from the base station in response to the first message. The second message may include a grant for a set of uplink resources for transmitting a third message of the random access procedure. The UE may transmit the third message including a data payload to the base station using the uplink resources, where the third message may include a data payload. The UE may monitor the control channel according to a second monitoring configuration (e.g., monitoring fewer occasions for control information than the first monitoring configuration), and the UE may receive the fourth message.

    Abstract: Methods, systems, and devices for wireless communications are described in which a block error rate (BLER) in non-terrestrial network (NTN) communications may be reduced through coverage enhancement techniques. Coverage enhancement techniques may include slot bundling for physical downlink control channel (PDCCH) communications, in which repetitions of a PDCCH may occupy multiple time-frequency locations spanning multiple slots. Such slots can be consecutive or non-consecutive, and in some cases multiple repetitions of the PDCCH may be provided within the same slot. The pattern of the time-frequency locations of repetitions may be periodic or non-periodic. Further, the repetitions can be exact copies, or different redundancy versions of the same encoded DCI. Additionally, repetitions of uplink or downlink shared channel communications, uplink or downlink control channel communication, broadcast channel communications, or any combinations thereof, may be provided.

    Abstract: Various aspects described herein relate to dynamically controlling a time when random access initiated in a target cell of a non-terrestrial network. For example, when a user equipment (UE) detects an event that triggers a random access procedure in the target cell, the UE may monitor a control channel from the target cell for a control signal during a target cell monitoring window prior to initiating random access in the target cell. For example, the control signal may include a dynamic indication to identify UEs allowed to initiate random access, whereby a UE is not permitted to autonomously start contention-based random access in the target cell during the target cell monitoring window unless the UE has received the control signal. In this way, the target cell may regulate a rate at which UEs initiate the RACH procedure in order to manage congestion in the target cell.

    Abstract: A user equipment (UE) operating as an NR-Light UE may repeat transmissions of uplink signals such as a random access (RA) message (Msg) 3 on a physical uplink shared channel (PUSCH) during a random access channel (RACH) procedure. The UE may receive a random access response (RAR) message including a RAR uplink (UL) grant. The UE may determine, based on a single bit of the RAR message, whether repetition of a RA Msg 3 is indicated. The UE may determine both of a repetition factor and a transmit power control (TPC) command for the RA Msg 3 based on a TPC field of the RAR UL grant. The UE may transmit the RA Msg 3 based on the repetition factor and the TPC command.
