A water storage and management system takes water from a water source, such as captured run-off, and through a piping system, directs a flow of the water into an aquifer for storage and future utilization. Using moisture detectors, the system ascertains the water content of different layers or zones of the aquifer and reports this information to a digital processor. The digital processor may utilize this information to issue instructions to one or more control valves to direct the flow of the water into portions of the aquifer which have additional storage capacity. The digital processor may also instruct a submersible pump to withdraw from the aquifer as desired.

A plurality of water extraction/recharge means provides for rapid and complete filling and draining of the underground reservoir. Such means include a plurality of wells distributed about the underground reservoir and a series of perforated pipes buried at a predetermined depth within the underground reservoir. A method of mitigating water table fluctuations resulting from the construction of an underground utilizes perforated pipes buried outside of the reservoir to transfer excess water from an uphill land parcel to a downhill land parcel that would otherwise experience a water shortage after construction of the underground reservoir.

Water is stored in a sub-surface reservoir that has flexible walls of grouted in situ soils. The water is stored in the voids between soil particles within the reservoir. Usable voids within the container vary from about 20% to about 40% of the totally enclosed volume of the reservoir. The bottom of the reservoir is a natural impervious sub-strata. No excavating of soil is required as they are, generally, sand and gravel deposits that overlie impervious aquicludes. A grout pipe is inserted into the ground by any conventional method, and then grout is continuously injected through the pipe under pressure as the grout pipe is being withdrawn, thus forcing the grout into adjacent soils. Selective positioning of successive grout pipes leads to the formation of a wall.
