The present invention provides for a Time Division DuplexnullRadio Local Area Network (TDD-RLAN) which includes a Radio Access Network Internet Protocol (RAN IP) gateway that enables connectivity to the public Internet. The system may serve as a stand-alone system or be incorporated into a UMTS used with conventional Core Network, particularly for tracking and implementing AAA functions in the Core Network.

A user equipment (UE) operating in a wireless system having at least one base station, communicates with base stations in neighboring wireless systems and conveys information regarding these neighboring wireless systems to the base station of its wireless system, which updates and stores this information for use in handover of UEs. The BS may also obtain updates directly from the base stations of neighboring wireless systems which may include a diversity of systems such as WLANS, Bluetooth, UMTS, GPRS, etc., and provide to UEs a list of those wireless systems which the UEs need not provide updates to the BS providing the list.

In a system having a PLMN and a WLAN IP GW, an Iur interface providing handover between a PLMN and the WIP-GW. Mobile internet protocol (Mobile IP) provides session management and data tunneling between the PLMN (home agent) and the WLAN. The WIP-GW functions as the foreign agent toward the PLMN. Services are provided by the PLMN MIP over DIAMETER for registration, authentication and subscriber management, working into the HLR/HSS and the CGF in the PLMN. The use of a single architecture to support the loose inter-working scenarios is such that the architecture minus the Iur interface and MIP becomes a loose inter-working architecture. The UMTS PLMN billing platform is made via the DIAMETER/UMTS inter-working. Authentication is provided by the UMTS PLMN HSS/HLR. The architecture concept can be broadened to cover the inter-working of other access technologies with UMTS.

In one aspect of the invention signal/control messages are embedded as packets in the payloads of SMS messages. The SMS messages are transmitted in a cellular network employing SMPP protocol. SMS messages intended to traverse an TCP/IP network are introduced to the TCP/IP network employing ICMP protocol. The protocol conversions are performed by a message center (MC), such as a SMS center or an SGSN in a cellular network or a WLAN Access Router when the SMS message is forwarded to a WLAN. The SMS messages are typically created by a mobile user, which is also capable of receiving the SMS messages having a signal/control message in the SMS message payload.

Classes of cognition models which may include: 1) Radio Environment models, 2) Mobility models and 3) Application/User Context models are utilized in a wireless communications network. Radio Environment models represent the physical aspects of the radio environment, such as shadowing losses, multi-path propagation, interference and noise levels, etc. Mobility models represent users motion, in terms of geo-coordinates and/or logical identifiers, such as street names etc. as well as speed of user terminal etc. The context model represents the present state and dynamics of each of these application processes within itself and between multiple application processes. These data are employed to optimize network performance.

Internet protocol version 6 (IPv6) is utilized throughout the entire cellular network and employs routing headers of the packets to ensure that the packets are routed via the gateway router (GR) to the end destination which is accomplished by a user equipment (UE) specifying the IP address of the gateway router as the IP address of an intermediate router in the routing header. Packets may also be routed to UEs from the GR through an intermediate router.
