Embodiments of the present invention disclose a management method, apparatus, and system for coverage optimization. The method includes obtaining measurement reports of a coverage optimization target region, and determining an actual value of a coverage optimization target within the coverage optimization target region according to the measurement reports. Coverage optimization processing is performed on the coverage optimization target region when the actual value of the coverage optimization target is smaller than a preset expected value of the coverage optimization target. According to the embodiments of the present invention, automatic determination is implemented to determine whether the coverage optimization processing needs to be performed on the coverage optimization target region, thereby improving management efficiency of coverage optimization.

A link failure report transmission method and apparatus are provided. When a link between a terminal and a first radio access network device fails, and a master radio access network device of the first radio access network device is handed over, the terminal sends a first link failure report to a second radio access network device, so that the second radio access network device forwards the first link failure report to a third radio access network device, and the third radio access network device sends the first link failure report to the first radio access network device. In this way, the first radio access network device can perform parameter adjustment based on the first link failure report.

The communication method includes: A distributed unit DU of a first network device determines a first coverage indicator. The present application discloses a method and an apparatus. In the present application, a radio access network RAN server receives a measurement report from a terminal, determines a target inter-RAT cell of the terminal based on the measurement report, and configures a resource for the terminal in the target inter-RAT cell. The configured resource is a resource to be used by the terminal to access the target inter-RAT cell. The RAN server sends a handover command to the terminal. The handover command is used to instruct the terminal to hand over to the target inter-RAT cell, and the handover command carries an identifier of the target inter-RAT cell and information about the configured resource. In this way, when handover is performed between inter-RAT cells, handover can be implemented without across core networks, thereby reducing signaling exchange between a source core network and a target core network.

The present embodiments relate to a cellular radio access device sends, by using a non-cellular radio access device, a data frame to the UE served by the cellular radio access device, where the data frame includes a data packet that the cellular radio access device needs to send to the UE, and indication information used to indicate that the data packet is a cellular network data packet. The indication information is used by the UE to process the data packet by using a cellular network protocol according to the indication information.

The present invention discloses a method and an apparatus for coordinating cell outage compensation and capacity and coverage optimization, and belongs to the communications field. In the present invention, a cell to be coordinated is determined, where the cell is a cell that needs coordination of a COC action and a CCO action; priorities of the COC action and the CCO action are compared, and a high-priority action and a low-priority action are determined in the COC action and the CCO action; and for the cell to be coordinated, the high-priority action continues to be performed, and the low-priority action is stopped from being performed. This effectively solves a problem of a conflict generated when the COC action and the CCO action are performed for the same cell, and ensures normal execution of a network optimization action with a relatively high priority.
