    Abstract: This disclosure provides systems, methods and apparatus for assisting a user equipment (UE) with balancing quality of service (QoS) requirements (such as access latency or reliability requirements) and consumption of high priority network resources (such as for load balancing) when transmitting a random access message (RAM) in a two-step random access channel (RACH) procedure. As a result, the UE may be capable of satisfying QoS requirements for the RAM while reducing an impact of transmission of the RAM on other uplink transmissions. Furthermore, some techniques and apparatuses described herein assist a UE with prioritizing portions of the RAM in different UE operating modes, such as a dual connectivity mode, a carrier aggregation mode, or a supplemental uplink mode. Some techniques and apparatuses described herein employ cross-carrier scheduling, dynamic power sharing, or dynamic power control to achieve these and other performance improvements.

    Abstract: Aspects of the present disclosure provide techniques and apparatus for performing paging and/or random access procedures with multiple physical resource blocks (PRBs) for narrowband (NB) internet-of-things (IoT). In one aspect, a method is provided which may be performed by a base station. The method generally includes determining a first set of resources and a second set of resources available for narrowband communications with one or more first user equipments (UEs) and one or more second UEs. The method also includes allocating the first and second set of resources to one or more of the first UEs and the second UEs based at least in part on a type of the first UEs and a type of the second UEs. The method further includes signaling an indication of the allocation.

    Abstract: In an aspect, a UE determines whether there is an overlap between a first uplink transmission channel allocated for transmission of a first uplink transmission and a second uplink transmission channel allocated for transmission of second uplink transmission. The UE generates a combined uplink transmission payload in response to a determination that there is the overlap, wherein the combined uplink transmission payload includes at least a portion of the first uplink transmission and at least a portion of the second uplink transmission. The UE transmits the combined uplink transmission payload on either the first uplink transmission channel or the second uplink transmission channel. A base station receives the combined uplink transmission payload transmitted by the UE.

    Abstract: Systems and methods for scheduling uplink transmissions are disclosed. In an aspect, a user equipment (UE) receives a downlink control information signal, wherein the downlink control information indicates an uplink grant for multiple contiguous nominal uplink repetitions, identifies resources allocated for the multiple contiguous nominal uplink repetitions based on the uplink grant, wherein the identified resources include first resources for a first actual repetition of uplink data and second resources for a second actual repetition of uplink data, transmits the first actual repetition of uplink data using the first resources, and transmits the second actual repetition of the uplink data using the second resources.
