The devices in the network may perform one or more handover-related procedures (e.g., cell selection/reselection, make-before-break handover, etc.) and/or other procedures (e.g., QoS negotiation, etc.) based, at least in part, on support for the one or more enhanced capabilities.

Abstract: Methods, systems, and devices for wireless communication are described. An access point (AP) may include a service discovery indicator in a broadcast message. A user equipment (UE) may tune to the radio frequency spectrum band of the AP and receive the broadcast message. The UE may identify a web resource based on the service discovery indicator and access the web resource to determine the capability configuration of the AP. The UE may access the web resource using an existing internet connection of its currently serving AP.

Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may attempt to access a network at a local area network access point without prior context information. The access point may be a hotspot operating in unlicensed spectrum according to a Long Term Evolution (LTE)-based standard. The UE may be unable to determine if it is authorized to access the network, so the UE may attempt to obtain system information that provides a list of service providers supported by the network. The UE may then determine whether it has credentials for a supported service provider, and the UE may access the network using those credentials when a supported service provider is recognized. Other broadcast messages may provide information about system information for supported service providers. A UE that is unable to access the network using stored credentials may attempt access using a random access channel procedure.

Abstract: Communication using a radio access network (RAN) including a primary cell for license spectrum access and a secondary cell for unlicensed spectrum access may be improved to provide optimal performance while considering characteristics of the primary cell and the secondary cell. The apparatus may be a core network entity. The core network entity is connected to a RAN including a primary cell utilizing a licensed spectrum and a secondary cell utilizing an unlicensed spectrum. The core network entity determines an authorization for data traffic to be offloaded to the secondary cell based on data traffic characteristics. The core network transmits an indication of the authorization to the RAN.

Abstract: Methods, systems, and devices are described for decreasing user plane latency in a wireless communication system. This may include routing a portion of bearer traffic to or from a UE through a local or serving gateway, or within or between base stations, rather than via the core network. In some examples, techniques for selected internet protocol flow ultra-low latency (SIPFULL) for systems in which users may have subscribed to enhanced services may be employed. The network may, for instance, authorize SIPFULL functionalities for UEs per access point name (APN) based on individual services subscribed by the UE to improve overall quality of service (QoS). In some examples, a UEs latency requirements or SIPFULL authorizations may affect mobility operations.

Abstract: Methods, systems, and/or devices are described for are provided for transmission overload control and/or supervision of wireless devices. Tools and techniques may be provided for resolving issues associated with numerous wireless devices connected to a base station. For example, a transmission cycle for an uplink channel may be identified where the transmission cycle is discontinuous. Scheduling request and or Random Access Channel messages may be transmitted from a wireless device based on the discontinuous transmission cycle. Tools and techniques are also provided that may involve supervision of numerous wireless devices. Supervision may, for example, involve keep-alive messages transmitted in accordance with a timer. The supervision may be based on determination of, and transmissions related to, a list or lists of connected wireless devices. In some cases, the wireless devices may be delay tolerant. The wireless devices may include UEs that may have long sleep cycles and/or machine-type communications (MTC) devices.

Abstract: Techniques are provided for transmission of small data packets through a paging procedure in a MTC or cellular internet of things system (CIoT). A core network may receive data to be transmitted to a user equipment (UE) and may determine that a small data packet transmission may be initiated for the data. The core network may format the small data packet into a paging request that includes the data and a UE identification, and transmit the paging request to a base station. The base station may receive the paging request, and initiate a page process with the UE. The UE may receive a page message, and initiate an access procedure that may be used for transmission of the small data. The UE may be in idle mode prior to the small data transmission, and in some examples may return to idle mode following the transmission of the small data.

Abstract: Methods, systems, and apparatuses for wireless communication are described. A user equipment (UE) may establish a dynamic coverage enhancement (CE) configuration and then autonomously transition from one CE level to another while in idle mode. The network may blindly detect the CE change during a paging procedure. For example, a mobility management entity (MME) may store dynamic CE information, and it may provide the dynamic CE information to base stations when the UE is paged. In some cases, the base stations may autonomously retransmit paging messages at different CE levels based on the dynamic CE information. In other examples, the MME may direct the base station to retransmit at different CE levels.

A wireless device transmits an indication of whether the device should be paged over a 3GPP access when a core network has data ready to transmit for PDU sessions over a non-3GPP access. A session management function (SMF) of the core network receives a data notification indicating that the core network has data ready to transmit to the wireless device for a PDU session over the non-3GPP access. The SMF determines whether to transmit a paging request to an access and mobility management function (AMF) of the core network based on a paging state of the SMG, a paging state of the wireless device, or a connection management idleness state of the wireless device. The AMF determines whether to transmit a paging message to the wireless device.
