Abstract: A user equipment (UE) selects or reselects a target cell of a non-terrestrial network or resumes connectivity with the target cell after a satellite handover for a permanently fixed low Earth orbit (LEO) cell. The target cell is a serving or non-serving cell. The UE determines a cell type of the target cell. The cell type may be a LEO cell type, a geostationary Earth orbit (GEO) cell type, a moving cell type, a fixed cell type, a temporarily fixed LEO cell type, or a permanently fixed LEO cell type. The UE completes selection or reselection of the target cell or completes the connectivity with the target cell, based on the cell type.

The method further includes receiving, from the base station, a re-transmission of the multicast data on the multicast channel or a unicast channel based on one or more of a number of UEs served by the base station, a number of UEs from the group of UEs providing the multicast feedback, or a radio channel condition.

Abstract: Some techniques and apparatuses described herein enable a user equipment (UE) to autonomously modify one or more transmission parameters, other than a transmit power, for uplink communications after detecting a change in pathloss. The UE may modify the one or more transmission parameters without receiving instructions from a base station, such as in downlink control information, with updated value(s) for the one or more transmission parameters. As a result, the UE and the base station avoid the round trip delay that would otherwise be required to modify the transmission parameter(s) and perform link adaptation. Some techniques and apparatuses described herein apply to non-terrestrial networks with a large round trip delay. Other aspects are described.

Abstract: Techniques and apparatuses described herein provide for an indication that a unified access control (UAC) parameter of a user equipment (UE) has changed. For example, a paging message or direct indication information may be provided to a UE indicating that a UAC parameter has changed. In such a case, the UE may not be expected to periodically check a scheduling information list of a system information block type 1 (SIB1). Thus, battery power of UEs may be conserved and signaling resources that would otherwise be used to periodically check the scheduling information list may be conserved.
