The outer waterproof layer includes at least two side portions; a top of the head portion abutting the side portions, the top of the head portion comprising a front of the head portion and a back of the head portion; a base of the neck portion; and a back portion, the back portion extending from the back of the head portion to the base of the neck portion and extending from one side portion to the other side portion. The inner ventilated material is attached to the back of the head and to the two side portions of the interior surface of the outer waterproof layer, and the inner ventilated material defines a ventilated pocket in the ventilated waterproof hood.

The garment includes portions to be arranged in a first pattern to form the coat and to be arranged in a second pattern to form the wet-weather gear. The panels are separated by a vent located, in use, to the rear of the garment, oand each of the panels is adapted to be connected together as garment legs about the respective legs of the person. Another of the portions includes a crotch portion attached in the first pattern to the inside rear of the garment, at or below the waist of the person, the crotch portion, in the second pattern, providing protection for the crotch of the person wearing the garment against wet weather when seated. Conversion between the two patterns may be carried out while the person is wearing the garment.

A large patch of material with loop fasteners, preferably nearly as tall as the pocket opening, is engagable against two strips of hook fasteners on the inner panel as a module. A gun holster with hook-type fasteners can be placed at any desired location on the module for convenient retrieval by the user. Similarly, the module itself can be located and oriented in any manner desired by the user. This versatility enables the officer to position his gun holster in a personally most convenient and most readily retrievable position.

The staking plate is sized in width to enable a tool pouch having a generic tool belt type attachment means to be fitted thereon prior to attachment of the adapter portion to the vest portion. Tool belt type tool pouches may be thereby attached to the vest at locations to distribute their weight properly so as to minimize strain to the user. The vest is constructed of a strong and durable mesh material to enable ventilation of the user while supporting the weight of the tool pouches and enclosed contents, and may further comprise an insertable girth extender.
