Abstract: Apparatus and methods of communicating in a communication network include the actions of and components for receiving one or more radio resource control (RRC) messages in a radio link control (RLC) queue, determining a RRC message type of the one or more RRC messages located in the RLC queue, prioritizing the one or more RRC messages located in the RLC queue according to the corresponding RRC message type, and transmitting the prioritized one or more of RRC messages in order of priority.
