Abstract: A dispenser includes a rotating member configured to rotate about an axis of rotation, the rotating member comprising an engaging portion and a roll-holding portion, the roll-holding portion defining an outer surface and a cylindrical inner surface, the cylindrical inner surface extending from a first end of the roll-holding portion to a second end of the roll-holding portion opposite the first end, a rib extending radially inwardly from the cylindrical inner surface, the rib defining a free radially inward edge; and a holding member located radially outwardly of the engaging portion; wherein the cylindrical inner surface of the rotating member defines a first cylindrical portion adjacent to the first end and a second cylindrical portion adjacent to the second end, the rib extending axially along a length of the first cylindrical portion, the second cylindrical portion substantially smooth and absent any ribs.
