Abstract: In order to enable efficient utilization of an available bandwidth by properly estimating the available bandwidth under conditions in which the available bandwidth significantly changes upon occurrence of communication path switching, an available bandwidth estimation is performed by estimating a current available bandwidth based on historical communication state information i.e. information on a past communication state stored in a storage to control a code amount used in encoding an image; upon occurrence of communication path switching (handover), acquiring a temporary available bandwidth value corresponding to a new (post-handover) communication path; generating new communication state information corresponding to a new communication state based on the temporary available bandwidth value; replacing the historical communication state information stored in the storage with the new communication state information; and estimating a new available bandwidth based on the new communication state information stored in the storage.

Abstract: To allow for selection of a connection-destination suitable for an application when switching from one connection-destination to another, or adding or deleting a connection-destination, a base station apparatus is configured to generate connection-destination candidate information on base station apparatuses as connection-destination candidates connectable to a terminal apparatus, and transmit to the terminal apparatus a connection-destination candidate notification control message including the connection-destination candidate information, and the terminal apparatus selects a new base station apparatus to be used as a new connection-destination based on the connection-destination candidate information and a communication condition required by a user application section, the user application section being configured to perform information processing required by a user concurrently with performing wireless communication.

Abstract: To reduce power consumption and enable a quick change from one communication path to another when detecting a decrease in quality of communication for communicating user data, a first base station determines a second base station and a third base station, and then the first base station transmits a connection request message to a terminal, the second base station and the third base station concurrently with transmitting a communication request message to the second base station, and, while the second base station is in communication with the terminal, upon detecting a decrease in quality of communication with the terminal based on a reception status of an uplink signal from the terminal, the second base station transmits a path switching request message to the first base station, which in turn transfers the received path switching request message transmitted from the second base station to the third base station.

Terminal information includes information on a communication location where the terminal apparatus communicates with the communication control apparatus and the access point candidate information includes information on candidate wireless access points for the communication location and past bandwidth information acquired associated with each of the candidate wireless access points. The wireless access point is selected based on past bandwidth information and estimated current bandwidth.

The controller further controls a transmission rate for communicating the data based on a result of determination of the degree of risk.
