Abstract: In accordance with one novel aspect, a method of manual network selection at switch on for UE supporting CAG is proposed. A UE is in manual network selection mode, it supports CAG, and it is registered in an RPLMN. After switching on, the UE found that the registered RPLMN is no longer available. The UE also found that a most preferred home network is available. However, under certain circumstances, the UE determines not to auto change PLMN in manual mode, e.g., does not select or attempt registration on the most preferred home network. Instead, the UE initiates the Manual Network Selection Mode Procedure by presenting or displaying available PLMNs and CAGs (if any) for the user to select.

Abstract: Methods and apparatus are provided for the UE handling RSD parameters for MA preferences when the UE is in S1 mode. In one novel aspect, the MA PDU preference is applicable for a UE attached to EPS if the UE supports MA PDU session and procedures for PDN connection establishment and a mapped EPS parameter description of an MA preference type of the selected RSD indicates the MA preference. In one embodiment, the selected RSD indicates MA preference when the EPS parameter description of an MA preference type indicates that the PDN connection should be established as a user-plane resource of a multi-access PDU session if the UE supports MA PDU session and procedures for PDN connection establishment. In one embodiment, the PDN connection is established via a PDN connectivity procedure in an EPS or an EPC.

Abstract: When a UE is registered to the same PLMN or SNPN over 3GPP and non-3GPP access, the UE and the AMF maintain one 5G-GUTI that is common to both 3GPP and non-3GPP access. When the UE is required to re-register to the network, the UE follows the procedures of deregister over both accesses, delete the common shared 5G-GUTI, and re-register over both accesses. The UE needs to perform the above procedures in a graceful sequence. In one novel aspect, the UE triggers the re-registration (either over 3GPP or non-3GPP access) after the completion of deregistration over both 3GPP and non-3GPP access. In addition, the UE deletes the common 5G-GUTI only after the completion of deregistration over both 3GPP and non-3GPP access.

Abstract: A method for UE route selection policy (URSP) rule matching enhancement for MA PDU session with 4G PDN leg is proposed. When an application is executed, the upper layer of a UE sends the application information to URSP entity for matching a URSP rule. The UE selects and evaluates a route selection descriptor (RSD) from a list of RSDs of a selected URSP rule to be matched with a PDU session. In one example, the PDU session is an MA PDU session with a 3GPP EPS/PDN leg (PDN connection established as user plane resources of the MA PDU session). The UE finds the traffic descriptor in a selected URSP rule matching the application and an existing MA PDU session/PDN connection matching an RSD of the selected URSP rule, when the UE-requested PDN parameters of the PDN connection matches with the RSD of the selected URSP rule.

Abstract: A method of handling the maximum number of PDU sessions per SNPN per subscription is proposed. If the UE selects a first subscription to access a selected SNPN, then the UE should not send a PDU session establishment request message if the number of active PDU sessions has reached the maximum number of PDU sessions for the selected SNPN associated with the first subscription, e.g., a first number. Similarly, if the UE selects a second subscription to access the selected SNPN, then the UE should not send a PDU session establishment request message if the number of active PDU sessions has reached the maximum number of PDU sessions for the selected SNPN associated with the second subscription, e.g., a second number.

Abstract: A method of forbidden SNPN list handling for localized services is provided. In a first embodiment, an original forbidden SNPN list is maintained and is applicable for SNPN/GIN without validity information, and a new forbidden SNPN list is maintained and is applicable for SNPN/GIN with validity information for localized services. If a selected SNPN is associated with validity information, then UE checks whether the selected SNPN belongs to the new forbidden SNPN list. Each entry in the original forbidden SNPN list can be associated with an optional localized service Flag or Indication. Abstract: Methods and apparatus are provided for mobile identity selection for SNPN initial registration. In one novel aspect, the UE selects a GUTI as a registration GUTI for registration with a current SNPN based on one or more selection rules. The UE indicates the selected registration GUTI in a 5GS mobile identity information element (IE) and includes the NID of the corresponding prior SNPN in an NID IE. The selection rules include prioritizing a GUTI previously assigned by an equivalent SNPN or any other SNPN with a globally-unique SNPN ID over a GUTI previously assigned by an equivalent SNPN or any other SNPN with a non-global-unique SNPN ID; and prioritizing a GUTI previously assigned by an equivalent SNPN over a GUTI previously assigned by any other SNPN when the equivalent SNPN and the any other SNPN are both identified by a globally-unique SNPN identity.

Abstract: A method of determining UE access identity for a UE that is registered to the same or different PLMN networks over 3GPP and non-3GPP accesses is proposed. The UE registers to one or more Public Land Mobile Network (PLMN) or Standalone Non-Public Network (SNPN) over 3GPP access and non-3GPP access. If the UE registers to the same PLMN/SNPN over 3GPP and non-3GPP access, then the UE handles the UE access identity as one common parameters. On the other hand, if the UE registers to different PLMN/SNPN over 3GPP and non-3GPP, then the UE handles the UE access identity as two independent parameters. The access identity may comprise a priority indicator IE that is set to “Access Identity 1 valid” for MPS or “Access Identity 2 valid” for MCS.
