    Abstract: A capsule toner for developing an electrostatic charge image includes a plurality of toner particles. Each of the toner particles includes a core and a shell layer disposed over a surface of the core. The cores have a zeta potential at pH 4 of less than 0 V, and the toner particles have a zeta potential at pH 4 of greater than 0 V. The shell layers have a hardness of at least 1 N/m2 and less than 3 N/m2. The shell layers have a thickness of no greater than 20 nm. The toner particles have a roundness of at least 0.965 and less than 0.975.
