    Abstract: This application relates to the field of communication technologies, and discloses a communication method and apparatus. The method includes: A first network device receives energy saving information of M cells from a second network device, and sends second request information to the second network device based on the energy saving information of the M cells, where the second request information is for requesting to add N cells in the M cells to a secondary cell group of a terminal device. According to the method, the first network device may determine, based on the energy saving information of the M cells of the second network device, whether to request to add the second network device as a secondary network device of the terminal device.

    Abstract: This application provides a data transmission method. The method includes: A terminal device receives indication information from a network device, where the indication information includes a bit sequence, a value of an ith bit in the bit sequence indicate a usage status of an ith logical channel in M logical channels associated with a radio bearer, and a duplication transmission function is configured for the radio bearer; the terminal device transmits data based on the indication information through at least one logical channel associated with the radio bearer; and because the M logical channels are sorted based on IDs of cell groups associated with the M logical channels and IDs of the M logical channels, the ith bit in the bit sequence included in the indication information indicates the usage status of the ith logical channel in the M logical channels.

According to the method, when the PUCCH carrying the SR and the PUSCH overlap in time domain of the first uplink resource, the terminal device considers the processing status of the PUSCH on the first uplink resource, and may determine, based on the processing status of the PUSCH on the first uplink resource, to send the PUCCH or the PUSCH on the overlapping time domain resource.
