Abstract: In accordance with an embodiment, a method includes: obtaining a change trend of an available channel capacity on a first channel, wherein the first channel is used to transmit video data; adjusting, based on the change trend of the available channel capacity, a quantity of layers during layered coding of at least one frame of data in the video data; performing layered coding on the at least one frame of data based on a quantity of layers obtained after adjustment; and outputting coded data obtained through layered coding.
