Abstract: Embodiments of this application provide a data sending method, apparatus, and system, and relate to the communications field, so that an SN change in dual connectivity does not affect performance of a network in which an MN is located. The data sending method specifically includes: determining, by a source node device, whether direct data forwarding is supported between the source node device and a destination node device; and sending, by the source node device, a first message including a first indication to a first node device, where the first indication is used to indicate whether the direct data forwarding is supported between the source node device and the destination node device. Abstract: A handover method includes receiving, by a target master base station, a handover request from a source master base station. The handover request is useable to request handover of a user equipment from the source master base station to the target master base station. The method further includes sending, by the target master base station, a handover request acknowledgment message to the source master base station based on the handover request, establishing, by the target master base station, a communication connection to the user equipment, and adding, by the target master base station, a secondary base station for the user equipment. The handover request acknowledgment message indicates that the target master base station allows the user equipment to be handed over from the source master base station to the target master base station.

Abstract: The present application discloses a data transmission method, including: configuring, by a first network element, a Packet Data Convergence Protocol (PDCP) reordering time for a terminal; sending, by the first network element, the PDCP reordering time of the terminal to a second network element; sending, by the first network element, a PDCP data packet of the terminal to the second network element, where the PDCP reordering time of the terminal is used to determine a transmission priority of the PDCP data packet of the terminal on the second network element. According to embodiments of the present application, a data packet loss can be reduced.
