Abstract: A user equipment (UE) is configured to receive, from a base station, a configuration establishing a radio bearer for sending at least one measurement report related to at least one application layer measurement, perform the at least one application layer measurement, determine a first channel access priority class (CAPC) for the radio bearer based on at least one rule, select a second CAPC for a transport block to be used to send the at least one measurement report based on the first CAPC for the radio bearer and send the at least one measurement report using the transport block based on the second CAPC for the transport block.
