Abstract: Various aspects described herein relate to dynamically controlling a time when random access initiated in a target cell of a non-terrestrial network. For example, when a user equipment (UE) detects an event that triggers a random access procedure in the target cell, the UE may monitor a control channel from the target cell for a control signal during a target cell monitoring window prior to initiating random access in the target cell. For example, the control signal may include a dynamic indication to identify UEs allowed to initiate random access, whereby a UE is not permitted to autonomously start contention-based random access in the target cell during the target cell monitoring window unless the UE has received the control signal. In this way, the target cell may regulate a rate at which UEs initiate the RACH procedure in order to manage congestion in the target cell.

Abstract: Methods, systems, and devices for wireless communications are described. A narrowband internet of things (NB-IoT) user equipment (UE) associated with a non-terrestrial wireless network may identify a first synchronization procedure that is specific to the non-terrestrial network and different from synchronization procedures specific to terrestrial networks. In some cases, the UE may identify a different channel raster or may receive an indication of a true frequency of operation of a narrowband cell in the non-terrestrial network. The UE may identify the narrowband cell associated with the non-terrestrial network and may synchronize with the network using the identified synchronization procedure.

Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may truncate or remove a number of bits from its UE identity based on identity truncating information to generate a truncated UE identity. The truncated UE identity can be transmitted by eMTC devices to a base station in an RRC connection request, and can be used by the base station to determine which core network entity stores the UE's capabilities. In some implementations, the UE may truncate or remove a number of bits from the 48-bit 5G-S-TMSI based on the identity truncating information to generate a 40-bit truncated 5G-S-TMSI that can be transmitted by an eMTC device to the base station in the RRC connection request and yet still provide the base station with enough information to determine which AMF stores the UE context.

Abstract: Methods, systems, and devices for wireless communication are described. A communication device, such as a user equipment (UE) may transmit, to a base station of a non-terrestrial network, a random access request message associated with a random access procedure using a transport block size (TBS) and a power control specified for the random access request message (e.g., a payload of the random access request message) for the random access procedure. The random access request message including a random access preamble and a random access payload carrying a buffer status report (BSR) or uplink data, or both. The UE may then monitor a response window based at least in part on transmitting the random access request message. The UE may receive, from the base station of the non-terrestrial network, a response message of the random access procedure during the response window.

Abstract: Aspects are provided which allow coverage enhancement and support in NTNs for repetition, frequency hopping, and antenna switching during msgA transmissions based on a preamble-to-PO mapping. In one aspect, the base station provides and the UE obtains a RACH configuration associating a preamble with at least one PO for two-step random access, where the PO spans a time interval greater than one slot. In another aspect, the base station provides and the UE obtains a RACH configuration associating a preamble with a plurality of POs for two-step random access. In a further aspect, the base station provides the UE a plurality of configurations each indicating a PO for two-step random access. In an additional aspect, the base station provides the UE a configuration indicating a guard band for a PO for two-step random access, where the guard band is indicated in units of subcarriers spanning less than one PRB.

A wireless device may receive a configuration for a data radio bearer associated with voice traffic in a wireless communications network. In some examples, the configuration may indicate one or more parameters associated with the voice traffic. Additionally, or alternatively, the wireless device may receive a configuration for a data radio bearer and a configured grant associated with voice traffic. The wireless device may identify a mapping between a configured grant identifier and the data radio bearer based on the configuration In some examples, the wireless device may generate a transport block including the voice traffic based on the one or more parameters associated with the voice traffic or the mapping between the configured grant identifier and the data radio bearer. The wireless device may then transmit the generated transport block including the voice traffic.

Abstract: Certain aspects of the present disclosure provide techniques for providing feedback. For example, a user equipment (UE) may receive, from a network node, a configuration of a search space comprising time and frequency resources available to the network node for communicating a downlink control channel, the configuration indicating a feedback process type corresponding to the search space. The UE may also receive, from the network node, the downlink control channel in the search space. The UE may also receive a downlink transmission scheduled by the downlink control channel. The UE may selectively provide feedback to the network node regarding decoding of the downlink transmission according to the feedback process type corresponding to the search space.

Abstract: Methods, systems, and devices for wireless communications are described in which random access preambles may be designed to provide for relatively low inter-carrier interference (ICI) of adjacent available frequency resources in a non-terrestrial network (NTN). Random access preambles for NTN random access requests may be selected from a first set of random access preambles that are different from a second set of random access preambles for terrestrial random access requests. The first set of random access preambles may be a subset of the second set of random access preambles. The first set of random access preambles may be provided for contention-based random access (CBRA) and contention-free random access (CFRA) preambles may be configured by a base station from random access preambles that correspond to or are different from the second set of random access preambles.
