A water-releasing cosmetic composition in the form of an emulsion and process for preparing the cosmetic composition are provided. The cosmetic composition includes an aqueous phase and an oil phase. The aqueous phase includes a hydrating agent at a concentration, by weight, of about 1% to about 50%. The oil phase includes a silicone polymer, an emulsifying crosslinked siloxane elastomer, a hydrophobic silica and a co-emulsifier. The emulsifying crosslinked siloxane elastomer is at a concentration, by weight, of about 3%-20%, based upon weight of the composition. The hydrophobic silica is at a concentration, by weight, of about 0.1%-5%, based upon weight of the composition. The co-emulsifier is at a concentration, by weight, of about 0.01%-1%, based upon weight of the composition. The cosmetic composition converts from an emulsion to a plurality of droplets upon rubbing.

A water-in-oil emulsion composition which contains a low water-solubility but oil-soluble ultraviolet absorber, and which exhibits excellent ultraviolet light protection and stability. The composition contains (a) an aqueous dispersion of an oil-soluble ultraviolet absorber; (b) a polyoxyalkylene-modified polysiloxane having a molecular mass of at least 2000; and (c) at most 5 mass % of an ultraviolet scattering agent; and component (a) being contained in the internal phase. Disclosed is a hair cosmetic which can achieve fixing of hair (hairstyle) by sticking and also has an excellent arranging ability (also including a restyling ability), and moreover imparts a good sense of use. Specifically disclosed is a hair cosmetic comprising a novel adhesive setting resin which is obtained by combining and polymerizing monomers having a specific structure and has a moderate firmness and a high adhesive force when forming a film and further comprising at least one member selected from a cationic surfactant, a silicone derivative, and a polyhydric alcohol, and an alcohol. Accordingly, a hair cosmetic having both fixing ability and arranging ability, and also imparting an excellent sense of use (smoothness and moistness) is obtained.

The water-releasing cosmetic makeup material is formed of a water-in-oil emulsion comprising (a) a partially crosslinked polyether-modified silicone, a partially crosslinked polyglycerin-modified silicone, or a combination thereof, (b) an acrylic silicone-based graft copolymer, and (c) a branched silicone surfactant in an amount of 0.05 to 0.7% by mass.
