    Abstract: A random access preamble sending method and an apparatus is provided. The method includes sending, by user equipment, a first random access preamble to a network device, where the first random access preamble is used by the user equipment to access the network device; and when the user equipment fails in accessing the network device by using the first random access preamble, sending at least one second random access preamble to the network device, where access characteristic information of each second random access preamble is different from that of the first random access preamble, the access characteristic information includes at least one of a time length, a transmit beam, and a random access resource, and the at least one second random access preamble is used by the user equipment to access the network device.

    Abstract: This application discloses a communication method and apparatus. A terminal device determines a frequency position of a random access resource based on at least one of an initial frequency offset, a random access resource configuration period, an uplink channel bandwidth, a bandwidth of the random access resource, a time period of a random access resource, a time period of the random access resource, and a frequency index of the random access resource that are configured by a network device, and the terminal device sends a random access signal to the network device at the determined frequency position.

    Abstract: This application provides a method for transmitting a paging message, a terminal device, and a network device. The method includes: determining, by a terminal device, a target paging resource, where the target paging resource includes at least one of the following types of information: position information of a target paging occasion, position information of a target paging frame, and position information of a target monitoring window; and receiving, by the terminal device, a target paging message on the target paging resource, where the target paging message is a paging message sent by a network device to the terminal device. The terminal device and the network device can be used in a communications system applying a beamforming technology, so that the terminal device can receive a paging message sent by the network device to the terminal device.
