    Abstract: This disclosure provides systems, methods and apparatus, including computer programs encoded on computer storage media, for a user equipment (UE)-initiated non-serving cell beam reporting mechanism. In one aspect, a UE may transmit a resource request that requests resources over which to transmit a non-serving cell beam report for a set of beams associated with one or more non-serving cells if the set of beams satisfy a Layer 1 (L1)-based condition. For example, the UE may transmit the resource request depending on whether a beam quality of each of the set of beams or an average beam quality of the set of beams satisfies a quality threshold. The UE may receive a request for the non-serving cell beam report responsive to transmitting the resource request and may transmit the non-serving cell beam report over resources indicated by the request for the non-serving cell beam report.

    Abstract: This disclosure provides systems, methods and apparatus, including computer programs encoded on computer storage media for a user equipment (UE) to perform layer 1 (L1) measurements of a candidate cell for an L1/L2 mobility procedure. The UE receives, from a current serving cell, a configuration of a channel state information (CSI) reference signal (RS) measurement resource for L1 measurements of a candidate cell. The UE measures a signal transmitted from the candidate cell based on whether the candidate cell is an intra-frequency candidate cell or an inter-frequency candidate cell. The UE may transmit a CSI report including the L1 measurements of the candidate cells to the current serving cell.

    Abstract: Certain aspects of the present disclosure provide techniques for a user equipment (UE) to receive, via a first active cell serving the UE, a first control message activating a set of transmission configuration indicator states associated with a set of candidate cells that are inactive at the UE. The UE may receive, via the first active cell after receiving the first control message, a second control message indicating for the UE to switch to a second cell of the set of candidate cells. In response to receiving the second control message indicating for the UE to switch to the second cell, the UE may switch to communicating with the second cell using a first transmission configuration indicator state of the activated set of transmission configuration indicator states.
