Abstract: The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as long term evolution (LTE). A method for performing a measurement procedure by a user equipment (UE) in a wireless communication system supporting a dual connectivity (DC) is provided. The method includes receiving control information including measurement gap configuration information indicating gap configuration for at least one operating frequency band to which a measurement gap is applied; obtaining a system frame number (SFN) of a serving cell and a sub-frame of the serving cell based on the measurement gap configuration information; determining a first sub-frame of the measurement gap based on the SFN and the sub-frame; and performing a measurement on at least one serving cell including the serving cell at the first sub-frame.

Abstract: Disclosed is a method for performing a random access in a wireless communication, including identifying a channel condition and a size of a message that a user equipment will transmit after a transmission of a preamble, selecting a first preamble set from at least two preamble sets if the channel condition is greater than a first threshold and the size of the message is greater than a second threshold, selecting a preamble from the selected first preamble set if the first preamble set is selected, transmitting, to a base station, the selected preamble, receiving, from the base station, a random access response message including resource allocation information in response to the transmission of the selected preamble, and transmitting, to the base station, the message based on the resource allocation information.

Abstract: A method is provided for communicating with a User Equipment (UE) supporting a High Power Saving Reception Mode (HPSRM) mode by an evolved Node B (eNB) in a wireless communication system. The method includes receiving Discontinuous Reception (DRX) cycle information from a network entity performing mobility management for the UE by the eNB communicating with the UE over a wireless link; and broadcasting system information including the DRX cycle information. The DRX cycle information is set longer than DRX cycle information of a UE non-supporting the HPSRM mode. By doing so, an efficient paging method for an UE operating in the HPSRM mode may be provided.

Abstract: Defined is a handover procedure of a User Equipment (UE) for which multiple UpLink (UL) carriers requiring different UL Timing Advances (TAs) are aggregated in a mobile communication system. The handover procedure includes admitting execution of handover to a target cell of the UE at the request of a source cell, setting radio resource information to be used by the UE in the target cell and transmitting the set radio resource information to the source cell, determining whether a random access procedure, which is executed, among the multiple UL carriers, with a reference UL carrier or with an UL carrier to which the same UL TA as that of the reference UL carrier is applied, has been completed, and determining that a handover procedure of the UE has been successfully completed if the random access procedure has been completed, and determining that the handover procedure of the UE has failed if the random access procedure fails.

Abstract: A method for moving between cells by a wireless device includes receiving instructions for the wireless device to measure and report a gradient change value to apply offsets based on a plurality of speed states; identifying a speed state in which a moving speed of the wireless device is included among the plurality of speed states; obtaining an offset mapped to the speed state; first filtering a received wireless signal at a physical layer and second filtering the received wireless signal at a radio resource control layer; calculating the gradient change value corresponding to the obtained offset. The gradient change value indicates a rate of change of received signal strength with a serving cell or a rate of received signal strength difference between a neighbor cell and the serving cell. A portion of the second filtering of the received wireless signal is determined based on the calculated gradient change value.
