Abstract: Embodiments of the present invention provide an access control method and apparatus. The method includes: generating, by a network device, an access control message that includes an access control parameter, where the access control message is used to instruct user equipment to determine, according to the access control parameter after receiving the access control message, whether to initiate access, and the access control parameter includes an access control parameter based on a traffic class or an access control parameter based on an access class; and sending, by the network device, the access control message to the UE. The technical solutions of the present invention may reduce a signaling burden on a network and may enable the network device to provide more precise and flexible control of the UE.

Abstract: A measurement configuration method and a communication apparatus are provided, includes: A source master node sends a CHO request to one or more candidate master nodes, receives a CHO request response which includes a CHO configuration, a first CPAC configuration, and a to-be-measured frequency of a candidate secondary node sent by a first candidate master node, and sends a first RRC configuration message which includes the CHO configuration, a second CPAC configuration, and a measurement configuration to a terminal device. The measurement configuration includes a measurement object and a first measurement gap configuration. The measurement object includes a to-be-measured frequency of the source master node, a to-be-measured frequency of the first candidate master node, a to-be-measured frequency of a source secondary node, and the to-be-measured frequency of the candidate secondary node. Thus the terminal device access a more proper primary cell and a more proper primary secondary cell.

Abstract: This application provides a communication method and apparatus, including: A terminal receives first information from a first node, where the first information indicates a trigger condition for recording a first report, and the terminal accesses a master base station; the terminal records the first report when the trigger condition is satisfied, where the first report includes information in a process in which the terminal is handed over from a source secondary base station to a target secondary base station, and there is a correspondence between the first report and the first node; and the terminal sends the first report to the first node. Because there is the correspondence between the first report and the first node, the terminal may correctly send the first report to the first node in time, so that the first node optimizes a mobility parameter based on the first report.

Abstract: Embodiments of this application provide a cell handover method and a communication apparatus. The first network element receives a first random access request message from the terminal, where the first random access request message includes information indicating the second network element, and a first cell group managed by the first network element and a second cell group managed by the second network element belong to a dynamic cell set DCS. The first network element sends, to a core network element, a first connection request message including first DCS indication information, and the first DCS indication information indicates the core network element to deactivate a connection to a network element to which a cell group that is in the DCS and that was accessed by the terminal belongs. The first network element receives a first connection acknowledgment message from the core network element.
