The method includes: determining, when a plurality of SPS PDSCHs are configured in one slot, a feedback information codebook of the SPS PDSCHs according to a quantity of the SPS PDSCHs configured and a capability of the terminal device, where the capability of the terminal device is used for indicating a maximum quantity N of PDSCHs that the terminal device can decode in one slot.
