Abstract: This disclosure provides systems, methods and apparatuses for early measurement associated with configuring with multiple secondary nodes (SNs). In one aspect, the configuration of multiple SNs may be improved by allowing a master node (MN) to determine a multi-SN configuration based at least in part on measurements of actual channel conditions as seen by the UE. Enabling the MN to receive the measurement information early during a process associated with establishing a connection between the UE and the MN may thereby improve efficiency and reduce latency associated with the configuration of multiple SNs.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive radio resource control (RRC) signaling indicating a duration for a timer to be used during a random access channel (RACH) procedure in which the UE transmits mobile-originated uplink data. While in an inactive mode, the UE may transmit the mobile-originated uplink data in a first message of the RACH procedure and the UE may start the timer based at least in part on transmitting the uplink data. The UE may monitor, while in the inactive mode and for the duration of the timer indicated in the RRC signaling, to detect a second message of the RACH procedure including mobile-terminated downlink data in response to the mobile-originated uplink data. Numerous other aspects are provided.

Abstract: Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently collecting and reporting minimization of drive test (MDT) measurements for one or more radio access technology (RAT) types and/or for multiple base stations in a dual connectivity deployment. In one example, a user equipment (UE) may receive an MDT measurement configuration indicating a first RAT type for collecting measurements and a second RAT type for reporting measurements. In this example, the UE may use the measurement configuration to collect MDT measurements for the first RAT type, and the UE may report the MDT measurements to a base station associated with the second RAT. Further techniques for efficiently collecting and reporting MDT measurements in a dual connectivity deployment are also described herein.

Abstract: Inform a master node about the feasible of secondary node cells during resumption of dual connectivity may require a large message. Additionally, the message may need to be encrypted. A solution to overcome the size and security limitation is to report a short identifier (or index) which is only shared between the UE and the MN. Accordingly, an apparatus, e.g., a UE, may be configured to receive, from a master node, a configuration comprising a mapping of cell identities for a plurality of secondary cells for reporting SN measurements and transmitting an SN report comprising measurements for at least a subset of the plurality of secondary cells using the mapping of cell identities. The apparatus may be configured to receive, from a first master node, a configuration for MN-DC, enter an inactive state or an idle state, and resume a connected state with a second master node.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided that improve data packet exchange between a UE in an inactive mode and a network. In certain configurations, the apparatus may receive, from a user equipment (UE) in an active mode, a first packet including a first identifier associated with an anchor base station, a second identifier associated with a UE context, and a payload. The apparatus may identify the anchor base station based at least in part on one or more of the first identifier associated with the anchor base station or the second identifier associated with the UE context. The apparatus may transmit a second packet to the anchor base station. The second packet may include at least a portion of the first packet.
